Union Budget 2025: Strengthening Agriculture & Rural Growth

Finance Minister Nirmala Sitharaman, while presenting the Modi government 3.0’s first full budget, outlined ten key focus areas, with a strong emphasis on uplifting the poor, youth, women, and, most importantly, farmers. She highlighted that agriculture serves as the primary growth engine of the Union Budget 2025.
To drive rural prosperity, the government announced the PM Dhan Dhanya Krishi Yojana, aimed at strengthening irrigation infrastructure across 100 districts. Implemented in collaboration with states, the initiative will enhance agricultural productivity, improve access to short-term and long-term credit, and expand storage capacity at the panchayat level, benefiting 1.7 crore farmers.
Key agricultural and rural initiatives include:
- Self-Reliance in Pulses: A six-year mission will focus on boosting domestic production of tur, masoor, and urad dal.
- Strengthening Cooperatives: New cooperative societies will be set up across states, with a dedicated Makhana Board established in Bihar.
- Seed & Cotton Productivity: A National Mission on High-Yielding Seeds and a five-year plan to enhance cotton output will be introduced.
- Expanded Kisan Credit Card (KCC) Limits: The loan limit under KCC will be increased from Rs 3 lakh to Rs 5 lakh for short-term agricultural credit.
- Fisheries Development: A regulatory framework will support sustainable fisheries expansion in India's exclusive economic zones and high seas, particularly benefiting Andaman & Nicobar and Lakshadweep islands.
